Refactor

Pull out the hard coded TDU charges in each plan calculation function in houston.py

To accomplish this

Pull out both the TDU base charge and the per kWh charge to global variables
Bonus points for making it configurable

What about cancellation fees (like Infuse $100 if cancel before 3 month term) and other fees (like Infuse $5 per month if not on autopay)

Thanks for looking into it! That's a good point. I think for now, ignore early cancellation fees. If you have unusual circumstances like say you're moving to a new house, many companies will waive that fee. It's really only if you decide to go with a different company in the middle of your contract. I'd also ignore the autopay fee for now.
