chore: Restrict version between 51 and 54 #1089

Remove unused upade.rdf file. add version restrictions into the package.json

Important Note: JPM does not support the strictCompatibility attribute, so for every future release (which there will not be many) we must also add <em:strictCompatibility>true</em:strictCompatibility> in the zipped up install.rdf
