support open jumplines #271

Jumplines may go through the entire page. So we propose to support "open Jumplines" which have only stubs for the vertical part of the jumpline.

eventually this is a third alternative for Repeat signs.

Solution approach

[x] add configuration parameter jumpline_vcut to control this
[x] if configured to 0 we have closed jumplines as before
[x] do not draw open jumplines for adjacent playables
[ ] maybe limit this to repetition jumplines only
