This PR,

Updates golang.org/x/mod to address #143 (superseding #144 cc: @rudo-thomas)
Fixes a test that is broken due to go mod init now including the entire semver in mod file (related issue https://github.com/golang/go/issues/61851)
Adds go1.21 to CI
