Editable select box for location in alias page not working in Chrome #59

What steps will reproduce the problem?
1. Start Chrome browser (Linux or Windows)
2. Navigate to Alias page under setup
3. Select an alias to edit
4. navigate to the location select box
5. click on any entry
6. try to edit
7. Edit is not available

What is the expected output? What do you see instead?
The expectation is that any selection is editable in the location list.
This may occur under IE8 under windows as well.
Firefox currently works under Linux and Windows.

Please use labels and text to provide additional information.

Remove editableselect.js and redesign location entry for alias add and editing.

This issue also occurs in IE 7.
