Added linux aarch64 wheel build support. Related to https://github.com/bxlab/bx-python/issues/78, @nsoranzo Could you please review this PR?

Thanks @odidev , do you mind if we disable building musllinux wheels on aarch64? It took more than 2 hours just to build the cp36-musllinux_aarch64 wheel, so the CI job is getting cancelled.
