Create a configurable scheduler to send polls on specific days

Should be separate process (asynchronous) that creates polls every specific day on specific time and pins it in chat. Poll should NOT be anonymous

Poll text: "Poker night on Friday (date) at (time)?" Poll options: Yes, No, Thinking
