Centralize core setup #179

There is a lot of setup going on in different places

Listeners loaded in listeners.yaml
Commands loaded in bin/giroapp
Filters in FilterCollection
Formatters in FormatterCollection
Sorters in SorterCollection
States in StateCollection

Let's create one standardized way of making core setup. In could be

In yaml files.
In giroapp.ini
In a plugin (has previously been denied in #161)
In some other way...
