Add docker image; add docker github action workflow

hi @byronwasti summary for this PR:

• add multi-stage Dockerfile to build alpine-based docker image. To be able static linked movine binary for alpine I had to add 'bundled' feature to libsqlite3-sys dependency. Let me know if you have any issue with that. I'm quite new to Rust, so not sure what this change will cause.
• add docker github action workflow. For each github release created, it will trigger build and then publish docker image to github container registry.

Few things are required from you:

• to be able run docker workflow, you need to add CR_PAT secret to repository. This is personal access token, only needs write permission to container registry
• after publishing package (https://docs.github.com/en/free-pro-team@latest/packages/publishing-and-managing-packages/viewing-packages), need to associate it with repository and also make it public (so I can use it in movine-github-action. I think there is still no charges for pulling public images :smile:

I published Movine Github Actions, but it is based on my docker image now (https://github.com/ahanoff/movine-action/blob/main/Dockerfile#L1).

Let me know once your docker image is published and available to public, then I can:

• update action to use your docker image
• update readme in movine, so other can use it also in Github Action CI
