Refactor configuration #3

@connec I'm pretty happy with this setup for loading the configuration. The actual error messages will likely need some tweaking but it does provide the information now.

If you have time let me know what you think.

Full disclosure I haven't tested all of the configuration functionality, but I'm planning on doing that over the next few days.
