Propose SIG-Debugging #26

We discussed this proposal in the last TSC call, and support the formation of this SIG.

We ask that the organizers of the SIG ensure that potentially interested parties within the BA are aware of the SIG's creation, and that during a formative meeting of the SIG a chair will be selected, and a process for publishing notes will be established.
