Removing almost all references to the javy-cli NPM package. I'm keeping the README in place so links on npmjs will still resolve.
I've also opened #725 to remove it from the javy NPM package tests.
Why am I making this change?
I don't want to have to deal with any Dependabot PRs for the package given it's deprecated. Also we should stop referring to it in our documentation to avoid any confusion.
