NuGet package README should not include the HTML #217

It looks like NuGet.org will sanitize any HTML in a package README, resulting in what is currently displayed for the Wasmtime package.

Right now our README.md includes badges that GitHub displays as well as links to Wasmtime and the Bytecode Alliance.

Unfortunately I think we'll need a separate README just for the package (I'd prefer this than getting rid of the centered header that we use in most BA projects).

I'll fix this for the next release of the package.
