[Bug] Large value enchants don't apply. #6

A user reported that on version 1.18 with LevelTools v1.2.1, EFFICIENCY 6 did not apply on the item. Normal values such as EFFICIENCY 5 did apply.

Failed to reproduce locally.

Spigot 1.18 LevelTools v1.2.1

Config has enchant2 efficiency 6 set for 2nd level in tool_rewards. Mined diamond ore with diamond pickaxe and efficiency 6 was rewarded after reaching level 2.
