Add the AGPL v3.0 License to bay.lgbt #9

Why add a license?

In order to comply with FOSS standards and allow other people (like myself) to fork a project a license is required, or else standard copyright law takes over. Standard copyright law means, from my understanding, that the owner of this repository has the legal right to issue takedowns to any project that uses derivative code. By adding a FOSS copyleft license complete autonomy and clear rules are given for what's cool and not cool to do with the code which ensures there'll be no confusion in the future as to the rights of those who fork and use the code.

Why AGPL v3.0?

The following is an excerpt from choosealicense.com's page on AGPL v3.0

Permissions of this strongest copyleft license are conditioned on making available complete source code of licensed works and modifications, which include larger works using a licensed work, under the same license. Copyright and license notices must be preserved. Contributors provide an express grant of patent rights. When a modified version is used to provide a service over a network, the complete source code of the modified version must be made available.

More generally, this is the best copyleft license that exists that covers software provided over the network (i.e., a website). Notably as well this license guarantees that anyone distributing this software or forks of it are undo no liability or expectation of granting a warranty to any end users.
