feature with hover & some simple shortcuts

1. When I watch youtube with video theater mode or full screen, the pop window has conflicts with the video window .
2. I hope can add some shortcuts to pop up and down the note window .

Describe the solution you'd like I hope the note window can be hovered . So I can watch the video more comfortably .

Describe alternatives you've considered If the window can be scaled , it's also fine.
