Remove D3M Dependency to another repository #4

In order to make our code easier to use for the general public and especially for @PGijsbers, @joaquinvanschoren, and the OpenML crowd, we're going to decouple this code from the D3M project and put that stuff as a wrapper in another repository

This dependency has been removed, meaning that this code base should now be able to run with only the dependencies in setup.py
