States_plotter.py and commands_plotter.py #51

Only merge changes made to states_plotter.py and commands_plotter.py in scripts folder. The plotters run on the assumption that estimate is always being published. This is not always the case in simulation. Added plotting capability regardless of whether estimate is published or not.
