Zynq family files & device files for xc7z020clg400 #349

Adds cellLibrary.xml, familyInfo.xml, Zynq.java, and updates FamilyInfos.java to include Zynq.

Also adds deviceInfo_xc7z020clg400.xml and xc7z020clg400_db.dat. These are the device files for the FPGA used on the PYNQ board.

I've been using these files for a couple of months.
