Adds support for generating and installing rectangular partial device files. When a partial device file is created, an extra column of tiles is added. The topmost right tile is an "OOC_WIRE" tile. This tile contains "IWIRE" and "OWIRE" tile wires. IWIREs are wires that start outside the partial device and enter it. OWIREs are wires that start inside the partial device and leave it. All other tiles in this column are null.
