Web - Zeroed out train card deck doesn't reshuffle the discarded train cards #35

When I emptied out the down-deck any attempt to get more train cards were ignored and an error was thrown. Even after claiming a number of routes afterwards (which should put train cards in the discard pile for later use) the cards were still unobtainable.

I've also found this bug. It, and #17 also make it so the end game state / view is not available since at most there is 45 cards to draw, but 50 cars to use.
