Web - Decks out of sync with backend #36

This is bugging the crap out of me, so I thought I'd make a bug since the other team hasn't found it yet. :) Sometimes train or destination card decks on the client will have the wrong number of cards in them. Perhaps clients still aren't getting some commands?

This one is probably my fault. The server and I are going to have a long talk tomorrow about its card management issues.
