This pull request includes efficiency and convenience improvements, such as all turbines can be pre-assigned to regions when multiple discrete regions are present. It also includes a wake deflection model that does not deflect the wake at all, which is necessary for some wake model comparisons and for the IEA case studies.

Tests are failing after merging in Pull Request #40. I'll need to go in and update this request to work with the other correctly.
