TBX validity needs to be less strictly enforced or a converter to force TBX import files into conformity should be run before import.

Site still needs to report errors when failing, but the reason outputs fail are because of invalid person data in the files. The data after a certain date are valid (which means the cause of bad data has been addressed in the code), so the bad data just needs to be removed from the termbases to fix this.

This may be because the user ids are not referenced in the bottom of the TBX file like they should be

This file failed, but was exported by BaseTerm directly prior to upload attempt.
