C4::Reserves::CancelReserve is moved in the next Koha release #9

NCIP server will not work in the next Koha release. According to Bug 19059 in BugZilla CancelReserve has been moved to Koha::Hold->cancel So the CancelReserve referenced in Koha.pm will not work in future releases of Koha.
