Issues of the current workflow

It is difficult just for me to identify minimum required dim-python's features to cover the functionalities of dim-deno.

Action items

[ ] 1. confirm the JSON data structure of "dim.json" file, adding a parser of this file with a new issue
[ ] 2. confirm the JSON data structure of "dim-lock.json" file, adding a parser of this file with a new issue
[ ] 3. identify minimum required functions and define their roles
[ ] 4. add minimum required functions with docstrings, arguments and NotImplementedError
[ ] 5. move forward to issues labeled with "enhancement"
