Sads offline deployment files #222

Tested locally for some reason I needed to configure Node Port locally, need to confirm by testing with stage.

Site should be accessible via "sads-offline/", we have kept the "sads/" as is.

What has been done is copy the sads and content into sads-offline directory and reconfigured the naming. Included sads-offline in the ingress-policy and ingress files along with configuring the argocd directory with the sads-offline directory and content.

@RyanKelvinFord you're about to cross the finishing line with your arms raised in triumph :-) the only thing left to do before merging is to update the k8s image w/ the latest image @souayb released.

@souayb can you confirm this is the image we should use:
