This PR upgrades the core NixOS and K8s software as well as the various services that run in the K8s cluster.

Streamlined NixOS modules and packages with Aarch64 support.
All Docker images and external tools are now multi-arch, they all run on x86_64, AMD64, ARM64 and Aarch64.
ARM64 and Aarch64 QEMU VMs.
New Minio Operator package.
Minio clients can be built from source or (default) installed straight from the binaries released on GitHub to shorten installation time.

This PR updates the following software to the versions show below.

Istio 1.18.0 (including Kiali, Jaeger, Grafana and Prometheus add-ons, plus experimental support for SkyWalking)

Helm 3.11.3
QEMU 8.0.0
