Can we get full-screen filters back? #106

Remember that DX9 shader patch Mudlord wrote, that allowed you to use 
full-screen filters with PJ64 and a modified Rice plugin?

Why can't we get that in 1964? In particular the attached shader - just a 
simple full-screen blur - produces the most authentic N64 image I have ever 
seen from a emulator, and goes a very long way to dealing with the awful 
sprite/text pixellation we get when playing at, say, 4x resolution.

If not the ability to select our own shader, can we please just get a simple 
full-screen filter like the attached? Texture filtering and enhancing doesn't 
deal with strange lines and artifacts - it usually makes them worse, which is 
why we need a full screen filter.
