Add shadowban operation and status api #568

Add shadowban status to peerinfo for possible further processing in the future. Add shadowban status to webapi response for automation. Add shadowban single IP's api.

请问可以也添加一个增量shadowban的选项吗，就像 QB 可以在 Peer 条目上右键封禁一样。

有助于缓解自动化封禁时，频繁保存配置造成的 QB 卡顿问题。
