Ruleselemnt doesn't mach d20rules

What steps will reproduce the problem?
1. Launching cbloader
2.
3.

What is the expected output? What do you see instead? expect it to open check 
for updates and then launch the builder. It gives me an error message and I 
don't know if it still updates but it does eventually launch the builder

What version of the product are you using? On what operating system?
cbloader v.1.30 on windows vista home premium

Please provide any additional information below.

I've reinstalled cbloader, I've deleted everything in the custom folder and had 
it redownload everything i've also reinstalled the .net framework so at this 
point i'm out of ideas.

I had the same issue. And fixed it.

1. Clear everything in the AppData folder
2. Clear all the stuff in your Custom folder
2a. Be sure to keep the .index file... better yet, update the .index file, and 
relaunch CBLoader.

Didn't think to try that. I wound up just reinstalling everything which solved 
the problem.
