base64 applet problem #9

Busybox app does not install base64 applets in Smart Install by default even 
though it's not available on the phone prior to installation.

I found this with a fresh install of 1.21.0 on nexus 7.  Had to install the 
earlier version 1.20.2 first then the latest version to get it.
