Fix #1359 (VOR/NAV gauges missing yellow ticks; needle center off)

This adds yellow ticks and the OBS label to the knobs. (fix #1359)

Texture was redone in texture repository (see c172p-team/c172p-detailed-liveries#4)
VOR1 blend file was adjusted to reshow the Face texture again (the ticks are placed on the transparent part, so they are in the foreground and not off the ring when viewed from the side; the outer part of the face is still hidden from the cockpit panel)
VOR2 was redone as a fresh copy of VOR1, because the face was off.

This PR also fixes the localizer needle rotation center.

Please verify toroughly, especially on the cockpit effects and stuff, because I'm not proficient yet in that area.

Localizer needle center was off also (top: corrected; bottom: old values): grafik Thanks @reiszner for spotting this!

I also did check the glideslope needle, but that looked good already.
