ci: automatically draft a release on tags with the binaries #18

Fixes #17 After the merge, a new tag should be created to trigger the release.

Here is an example of what is created on tags: https://github.com/aminya/iro4cli/releases/tag/test1

Much appreciated, I've been meaning to set up CI for this repository for quite a while, but hadn't got round to it. I'll tag a new release shortly.
