Explain need for full legal name in feedback form #20

The C2PA feedback form asks for a full legal name. IIUC this may exist to support keeping the C2PA specification license intact.

It may be worthwhile to make this explicit in the feedback process to inform readers that may be uncomfortable with providing their full legal name. We could also consider adding a link to the github submission process in the prompt, in case they missed it and are more comfortable going that route.

@jfoote @sgmenda - your assumption is correct, we require the legal name for maintaining the license and commitments. We have to provide an auditable record of these licenses and commitments in order to meet standard requirements as the spec may advance. People who are uncomfortable providing their name and information in the Google Form are welcome to use GitHub to provide feedback; note that feedback provided via pull request encounters our CLA bot through which a legal name is also requested.
