Section 5.2, second paragraph, says "Entity-specific labels shall begin with the Internet domain name (without the top level domain (TLD), if that TLD is .com)...". The odd exception in the parentheses will cause some labels to be non-unique because there are many names below .com that are also stand-alone domain names.
This problem can be easily avoided by removing the parenthesized exception, thus treating all domain names the same.
