Test for downloading from NOIRlab #223

I've recently organized all of our test data to be downloaded from one location in NERSC.

One of our DECam tests used to download an exposure from NOIRLab.

I'm not sure if this was just a convenience or if it is a feature that SeeChange should be able to handle, in which case I will add a (slow) test to make sure it works.

We've decided there's no need to explicitly test for this capability. I'm leaving this test out.
