Forced photometry pipeline #279

While this would be useful as its own service, it would be nice to have on alerts as well.

Since we already have access to the subtraction images (they are saved by default) then we can probably get this without too much effort. Especially if we use a constant set of fields.

If this fails, we should report the limiting magnitude for the past images (unless of course there is a detection).
