The NOIRLab data lab archive server has become unreilable. DESI has all the Gaia DR3 files on disk at NERSC. Write a server that can return the Gaia stars from a rectangle on the sky from this DESI cache, and add the code to the pipeline to try this server first, failing over to NOIRLab if it doesn't return.
