Make a reference set table that tracks the provenance of a reference.
Make a reference pipeline that gets some parameters towards how to select the images that should go into a reference.
Those parameters will go into the provenance of the references.
Also:
allow the pipeline to run, without a reference, until the point of subtraction where it fails, but only after it saved the Image and all the related products.
Make a function on Image that lets you query for images based on all sorts of parameters.
Remove the time validity range on the Reference and add it to the RefSet instead.
Minor cleanups on the way:
Removed files left over from running NOIRLab download tests (these are not used anywhere and weigh about 2.5 GB!)
