Create types similar to the GeoSurfaceTimePoint to define a static grid common to all current smoke_ppe data. This should be much more efficient for smoke_ppe related training and model retrival.
Steps
[x] Add SmokePPEGeoSurfaceTimePoint type: include PostGIS fileds for testing, but should be able to retain indexed lat,lon since table size will be only: 1,284,416
[x] Add some convenience types to separately store the time and space data.
