Create issue in ESMValTool repo for each MAGIC diagnostic #13

For every incoming diagnostic/namelist we need to have an issue to be able to keep track of progress. See the MAGIC project in ESMValTool here: https://github.com/ESMValGroup/ESMValTool/projects/7

Note that a namelist does not have to be complete or functionaly, the list of issues is used to get an overviewe of the work that remains.
