Add support for generating local variables #165

There isn't any way for the fuzzer to generate local variables yet. (In fact, I'm not even convinced there's a way for the fuzzer to use local variables yet).

This would need:

[ ] Making sure the fuzzer representation can understand local variables properly;
[ ] Adding the actions to generate the variables themselves;
[ ] Checking that the delitmus handles local variables correctly (I suspect it doesn't)
