Rename for specificness

The name of the repository and dune project, as well as anything that would be output onto opam, are overly generic. This is because, to begin with, this repository held the entire Automagic Compiler Tormentor project; today, there are three repositories (tester, bash, and this one), and the name ‘act’ doesn’t really fit anymore.

We have an idea for a new name for the project, which will get propagated to the repositories in due course. When this happens, this repo should be renamed to something a bit more specific. Ideas include:

(project)-fuzz (as most of it is the fuzzer)
(project)-litmus (as it handles litmus tests)
(project)-c (as it mostly deals in c)
phenolphthalein (as a joke on the fact that it works with things that are mostly but not always compatible with litmus tests)

I've decided to rename as follows:

act -> c4f (C4 fuzzer) act-tester -> c4t (C4 tester) act-bash -> c4-scripts
