Add initial config searcher #55

While we have an example act.conf, it'd be nice if act could do a bit of scouting around on the local machine to see which compilers are available, and automatically populate a skeleton act.conf with the results.

This issue can probably wait until we've stabilised act.conf (it won't really play well with other planned enhancements such as sub-compilers).
