When invalid votes are added to the chain, the system crashes.

Ignore invalid votes.

I think this has been fixed, but should be checked, just in case.

Updated the reference to the issue - I think it is still a problem. What should be checked:

post a badly formatted, but correctly encrypted ballot
- too few choices
- not fitting the general format
post an incorrectly encrypted ballot

And then finalize, mix, decrypt, count, and see if the number is correct.
