In order to being able to do 10000 votes, this needs:

store up to 100 ballots in a block
only reference those blocks from the form
increased timeouts
for testing, 'cheating' by stuffing ballots, else it is very slow to wait for all votes

This depends on https://github.com/c4dt/dela/pull/17
