What steps will reproduce the problem?
1. Create balloon object.
2. Try to rotate.
3. fail.
Some elements like the triangle point of the balloon object are locked to one
side. cannot rotate whole image to place this element at the bottom of the
object.
What version of the product are you using? On what operating system?
desktop version on win 7
