I don't know about ssh workspaces, but for self-hosted c9.io instance the installer does [try to] build its own tmux version if one isn't found globally. Maybe it can also do it if the globally found one is "too new"?
Off-topic, for me that build failed on my fresh Ubuntu 16.04 system and I had to install it from apt instead. That was tmux version 2.1 and it's working perfectly.
2020 still not working. Ubuntu 20.4 cloud9 is worthless without a terminal!
Depending on the tmux version 2+ the mouse wheel behavior in terminals may scroll your previous commands or emit a wall of text. Or if you have 1.9 it scrolls. The newer tmux versions have propagated to operating systems like macOS and Ubuntu so maybe the required version can be bundled with cloud9?
