added a page about tensorflow to the wiki #411

Not an 'issue' per se, but I may have exposed some internal hal workings here which may require redacting, I'm not sure.

I normally only look for usernames or groups that aren't "generic". I'll scan that a bit but that is as far as I've considered. @juanperin may wish a more detailed public/private concept.

I didn't see anything needing redacting and it was a nice writeup. I'll let you close in case others disagree but looked OK compared to other public items we have.

This suggests we should have a resource tag that distinguishes cuda compute capability is at least X so that jobs could start more quickly when any node that satisfies those conditions becomes available.
